1.Application background
Western China,which accounts for 71.4% of the country's land,has an area of 100 million mu suitable for cultivated land,accounting for 57% of the country's reserve cultivated land resources.With vast mineral resources,land resources and underwater resources,the western region has very large development resources,which we are accustomed to,such as west-east power transmission,west-east gas transmission and Sichan-East gas transmission.However,because the terrain is mostly distributed in mountainous areas and the climate is changeable,the steep terrain and high intensity rainstorm often result in large-scale geological disasters. This is the reason for the frequent geological disasters in the western region at present, and it also brings many hidden dangers to the local people.

In the face of such complex and changeable terrain and weather,safety monitoring and emergency prevention are the primary task at present,especial1y Hanzhong in Shaanxi Province,Linxia and Dingxi in Gansu Province,Guyuan in Ningxia and other places that are easily affected by heavy rainfall,geological disasters often occur,which are easy to cause many casualties. On September 26,Huang Ming,deputy commander of the Nationa1 Defense General and Minister of Emergency Management,presided over a video conference to connect Beijing,Hebei,Shanxi,Shandong,Henan,Hubei,Chongqing,Sichuan,Guizhou,Yunnan,Shaanxi,Gansu and other provinces (municipalities),emergency management offices (burets) and fire rescue corps,forest fire brigade.

The meeting pointed out that it is necessary to adhere to rolling consultation and research, strengthen short-term forecast and early warning, effectively deal with extreme weather such as short-term heavy rainfall, and closely integrate short-term forecast and early warning, emergency action and emergency plans of local emergency plans. 2.Client Requirements
For major disaster incidents,CroSkylink has developed a customized intelligent emergency communication system for the Emergency Management Bureau of a city in western China. The project focuses on three core objectives: 1) Establishing a reliable communication network adaptable to complex terrains; 2) Enabling real-time transmission of multi-dimensional disaster-site data; 3) Building a bidirectional interactive command system. The system must ensure 4K ultra-HD video transmission, multi-source sensor data fusion, and precise command delivery even when conventional communications are disrupted, thereby significantly enhancing emergency response timeliness and decision-making accuracy.
3.Solution
Field rescue personnel are equipped with portable single-person mesh self-organizing network devices. These devices transmit real-time on-site data (including 1080P–4K HD video, images, bidirectional audio, environmental data, personnel biometrics, and other sensor information) to on-site emergency command vehicles or drones via mesh self-organizing network links.
The command system employs multi-channel integrated communication technology to substantially improve emergency rescue efficiency. Real-time data collected by frontline mesh self-organizing terminals are transmitted to command vehicles via a hybrid network (private networks, 4G/5G, and satellite communications), achieving sub-second situational awareness updates. The command center utilizes an intelligent data integration platform to synchronously process multi-channel field data and rapidly generate optimized response strategies. This system effectively mitigates property losses and safeguards public safety.
The frontline deployment includes three interconnected mesh self-organizing devices from CroSkylink Technology: handheld portable transceivers, micro airborne mesh relays, and high-power emergency vehicle-mounted base stations, forming a unified emergency command link. At the rear, the command center operates a centralized dispatch platform. Command personnel leverage the emergency command and dispatch system to monitor real-time field dynamics, conduct rapid decision-making based on integrated data analysis, and execute coordinated emergency responses. Together, these components establish a complete emergency communication and command system, enabling well-structured contingency plans and response protocols.
